Decide yourself when a photo is mandatory. Always, or when a score comes out low.

Sending a photo with a check was already possible, but it was optional. In practice that means it only happens when someone thinks of it, and precisely for the tasks that cause the most discussion the image is missing. Customers wanted to decide that themselves. For example when checking stubs you want either a requirement or a photo only below a certain score. It isn't needed for a task where a photo adds nothing.
Per checkpoint you make the photo mandatory, or you only have it appear from, say, a score of 3 or lower. That records exactly what was seen at the moment of the check. It helps in the conversation with a worker later on: you show what is going wrong instead of describing it. Over the weeks an image archive builds up per checkpoint, and in it you see which points keep coming back. That is useful in team meetings, between foremen and towards management.
